Montpelier, Vermont -  Vermont Governor Peter Shumlin laid out his recommendation for the 2013 fiscal year Thursday.
     
Highlights include helping Irene-devastated towns with tax credits and other state money.
     
The governor also wants to increase the transportation budget to a whopping $45 million to fix what he calls Vermont's crumbling infrastructure.
     
And, Shumlin wants to increase education fund dollars.
     
According to the Governor's math, State spending will go up roughly 5% to make the total budget about $6.7 billion.
